Announcement of SRM as preferred bidder on Norfolk Waste Contract A
The Sustainable Resource Management (SRM) consortium consisting of Land Securities Trillium (LST) (70%), Norfolk Environmental Waste Services (NEWS) (20%) and Cyril Sweett Investments Ltd (10%) has been confirmed as preferred bidder for Norfolk Contract A, a waste treatment project, which will be one of the most advanced in Europe and which will create electricity for the county.
The SRM is to build and operate an Advanced Mechanical Biological Treatment (AMBT) facility for the treatment and recycling of 150,000 tonnes per annum of municipal solid waste. The plant will be built in Costessey, on the Norwich outskirts.
This is the first waste treatment Public Private Partnership (PPP) where Land Securities Trillium has achieved Preferred Bidder status. SRM’s solution can be rolled out to other local authorities to aid them in meeting their environment and waste targets. The PPP will last 25 years once the facility has been built.
Business development director at Land Securities Trillium, Andrew Robbins says:
“The contract A project at Costessey presents an excellent opportunity for Land Securities Trillium to invest and build a reputation for client-focused delivery in the waste sector. As a strong supporter of local government projects and as a market leader in PFI and PPP projects, LST brings a strong balance sheet to the project and a track record of service delivery in the region.”
The AMBT facility proposed under this contract incorporates sophisticated mechanical sorting and preparation equipment, followed by dry-anaerobic digestion and a final enclosed aerobic composting phase to produce a stabilised organic compost-like material.
NEWS managing director David Beadle says:
"We firmly believe that MBT is the most effective, viable and environmentally friendly way to deal with Norfolk's waste. This project represents a huge opportunity for Norfolk to be at the forefront of waste management in Europe. On behalf of SRM, NEWS applied for planning permission for the MBT facility at Costessey which was successfully gained on the 26th October 2007."
